Saudi’s WEC seeks developers for Rabigh 3 IWP mega plant

Saudi Arabia’s Water and Electricity Company (WEC) is seeking expressions of interest for a mega SWRO project in Rabigh, north of Jeddah.

The request precedes a competitive process to be run by WEC to select a developer or developer consortium to develop, finance, procure, implement, operate and maintain a 600,000 m3/d desalination facility, with potential to double capacity to 1.2 million m3/d. The contract for water supply will be for 25 years, and payments are guaranteed by the Saudi government.

Rabigh 3 Independent Water Project (IWP) will be powered from the main high voltage network.

The deadline for expressions of interest is 21 August 2017, and a request for pre-qualification is slated to be issued in September 2017.

WEC’s advisors are Banque Saudi Fransi as lead advisor, Alderbrook Finance as co-financial adviser, DLA Piper Middle East, legal advisor; and the technical advisor is Fichtner.
