The Kuwait Authority for Partnership Projects (KAPP) has requested expressions of interest (EoIs) on two separate power and water projects to be delivered as public-private partnerships (PPPs).
The projects are Al Khairan phase one, and Az Zour north phase two, which comprises Az Zour North 2 and 3 independent power and water projects (IWPPs).
The Az Zour North phase two project will be located on the Arabian Gulf cost south of Kuwait City, at the Az Zour North site, adjacent to the west boundary of Az Zour North 1 IWPP, and to the north boundary of Az Zour South power complex. The project covers design, build, financing, operations and transfer of a power generation and seawater desalination plant, to use combined cycle gas turbine technology, and having capacity of 2,700 MW and 165 MIGD (750,105 m3/d).
The Al Khairan phase one project will be at Al Khairan, south of Az Zour South power complex, and similarly covers design, build, financing, operations and transfer for a power generation and seawater desalination plant using combine cycle gas turbine technology. The capacities are 1,800 MW and 125 MIGD (568,261 m3/d).
KAPP and the Kuwait Ministry of Electricity and Water (MEW) want to introduce private sector practices and capital to the provision of power and water in Kuwait, in order to create competition, reduce costs, and to improve reliability and production capacity.
