Oman awards $483 million power and water PPP to Thai firm

State-owned Oman Oil Company (OOC) has awarded an independent power and water project to Thai energy and water specialist Gulf Energy Development Public Co (Gulf).
The project is a gas-fired power generation plant with a desalination facility located in the special economic zone at the port town of Duqm. The plant’s power generation capacity will be 326 MW and the desalination capacity is 40,000 m3/d.
The project cost is £483 million, and the electricity and water produced will be supplied to Duqm Refinery and Petrochemical Industrial Co., a company owned 50-50 by OOC and Kuwait Petroleum International.
The plant is to be owned by OOC subsidiaries Marafiq and Oman Oil Facilities Development Co, which will hold 51.5 and 3.9 per cent respectively; and Gulf, with 45 per cent.
The contract includes a 25-year power and water purchase agreement to begin at the start of commercial operations – the full ramp-up is to be introduced in three phases from July 2020 to May 2022; and an option to extend for an additional five years.
