New legislation unnecessary for Carlsbad desalination start

Poseidon Resources announced on 4 August that it had reached agreement with the California Coastal Commission to process the coastal development permit for the Carlsbad desalination plant before the 15 November 2009 deadline.

This means that urgent legislation introduced last week by Assemblywoman Mary Salas and co-authored by the entire San Diego delegation will be withdrawn.

Poseidon was awarded its Coastal Development Permit almost two years ago on 15 November 2007. Coastal Commission staff had expressed doubt that they could process the permit before the deadline, citing budget cuts and employee furloughs. Fearing the permit might expire before it could be vested by Poseidon, the San Diego delegation unanimously authored the now-defunct bill to extended the project’s permit for a year.
